Zena cam be found in Baldur's Gate during Act Three.

Act Three
Zena is one of the patrons at The Blushing Mermaid in the Lower City. She claims that Baldur's Gate used to be a beautiful city, but has fallen into disrepair since the arrival of refugees. She has faith that Gortash will improve city conditions.
Idle banter
Zena can be heard lamenting to herself about the state of Baldur's Gate.
Zena: This used to be such a beautiful city.
Zena: Can't people just bugger off and leave us be?
Zena: I swear, I don't see a single Baldurian here anymore...
