Spool is a Human child in the Heapside district of the Lower City in Act Three.

Spool, together with his friends Stinker and Runt, can be encountered in the alley in front of Devil's Fee shop. They are egging each other to test their courage and enter the spooky house.
Runt and Stinker dare one another to visit the "devil's house" but none of them wants to go first, mocking and accusing each other of cowardice. Spool, however, thinks it all boring and offers to change the game.
