Musical instruments can be equipped and used with the Perform action. 
characters will also use their instruments when casting spells.
Playing an instrument
Instruments can by played with the Perform action, utilising a Performance skill check to distract and gather NPC's. A successful check can result in tips.
In order to play an instrument properly, a character must have the "Musical Instrument" Proficiency, granted by taking a level in Bard, successfully performing with Alfira in the Emerald Grove, or taking the Performer Feat.
