If you calm her down, she will refuse to give up the barrel but will agree to give you a Runepowder Vial.
If you fail to calm her down she will explode the barrel along with her, completely losing the barrel item. However you can still find other hidden stashes.

How to find
On the eastern side of the Dock there are locked double iron doors northeast of the boat. In the next chamber there is a hidden door that can be opened by a button revealed by a passive Perception check. After an encounter with three Ochre Jellies take the stairs and go eastward until you reach a cliff. Jump cross the gap and after another locked door you will finally meet Philomeen.
