Billy is a Human child in the Rivington refugee camp in Act Three.

Billy can be found in Rivington playing tag with several other children. He is usually running around the camp with his friends and will ignore the party if they try to interact with him. Of all the children playing tag in the camp, he seems to be the slowest.
