A cloud is a type of area. Clouds hang directly above the ground, as opposed to surfaces that coat the ground itself.
Properties
Clouds generally apply their effects when a character enters their zone of influence. Beyond this, most clouds are more specific and individualized in their effects. Some clouds apply an additional effect when beginning or ending a turn within the cloud; some clouds' effects only persist while within the cloud, while others apply conditions that persist after leaving.
Unlike surfaces, clouds are not dippable.
