Nestor is the chief guard of the Requisitioned Barn. He accepts donations of gold (500) or supplies (40) to the refugees.
Offering a donation earns the following inspirations:

Nestor can additionally be negotiated with in order to gain passage into the barn, which would otherwise be considered trespassing. Party members can attempt a 
DC 10 Persuasion check to convince him that some donations may be dangerous, advancing the quest
