:Update: I tested it and the answer is no: whether Stonemason Kith sells it, for example, will also vary per Long Rest. Upon first meeting him he had four elixirs (none of which where Vigilance), on the next two meetings he had three elixirs and a bottle of wine, but he had an Elixir of Vigilance but once. This strongly suggests you can get an Elixir of Vigilance from whatever vendors sell elixirs, just not consistently.
