:I'm currently doing a bit of testing as well and I believe the text on the main page which states that the game prioritizes companions with the lowest approval rating is incorrect.
:In my playthough, I have both Minthara and Halsin at camp, and of the potential victims currently Gale has the highest approval, followed by Lae'zel, Halsin, and then Minthara. I was not in a romance with any of them, having explicitly turned down both Gale and Halsin.
:I avoided triggering the kidnapping on Long Rest and entered the sewers with a party of Tav, Gale, Karlach, and Jaheira. When I first approached the Undercity Ruins trigger, it was Lae'zel who appeared. I reloaded from a quick save and swapped out Jaheira for Lae'zel and it was then Halsin that appeared. With Lae'zel, Halsin, and Gale in the party, the victim was Minthara.

It is actually possible to avoid the kidnapping before confronting Orin, unless they've changed it. There are ground triggers for the kidnap event. The east one can simply be avoided. The north one can be avoided by having a character blink over it, then activate the waypoint behind it. The party can then use the waypoint as needed to access the north sewers / catacombs, bypassing the trigger.
