Not sure if this is specific to patch / game version (running patch 3, v4.1.1.3732833) and/or certain levers in the Iron Throne, but shooting the lever for the northeastern chamber (in the same area as the ladder entering/exiting the lower level of the submarine) and the southwestern chamber in the western corridor did not open the doors to allow the Gondians to escape. I used unmodified ranged attacks with Shadowheart and Karlach to flip the levers to open these doors with no success, attempted ~4-5 times each door across multiple resets.
