It appears, at least at Tactician level, that the Scrying Eye has to be one-shot or else it procs DR -8. I'm playing on Honour Mode and even when starting outside of combat, Scrying Ees now have an ability called "Ethereal Form" which is a flat 8 damage reduction as you've mentioned. If you use Magic Missile to start combat, combat isn't actually started. It seems taking 0 damage doesn't matter. The only way to safely one-shot them is to use either Telekinesis to throw them into instant death, or use thunder damage which reliably deals more than (11+8)/2=10 damage.
