Fishbait Arno is a gnome member of the Zhentarim that can be found in the Guildhall, during Act Three.

Involvement

Arno can be found in the Guildhall. When Roah Moonglow Roah Moonglow, Boss Friol Boss Friol, or Trinoda Trinoda attempts to take over the Guildhall, Arno joins the fight alongside his Zhentarim allies against the Guild. Siding against the Zhentarim ends in Arno's demise, or in his disappearance if he is knocked out.

Arno can be summoned with Gather Your Allies Gather Your Allies variant Black Fist Enforcers Black Fist Enforcers, if the party completed Aid the Underduke Aid the Underduke and sided with the Zhentarim.
