Where to find

Notes

It is not stated in-game, but Winter's Clutches can only activate once per attack even if you hit multiple targets at once. Area of effect spells such as Cone of Cold Cone of Cold will only apply Encrusted with Frost Encrusted with Frost to the first target in the combat log.
