Vampiric Touch is a Level 3 Necromancy spell. This spell allows spellcasters to call down lightning to hit all targets within range and effect.
"Touch an enemy to siphon their life force. You regain half as many Hit Points as the damage they take. For 10 turns, you can use Vampiric Touch again without expending an additional spell slot."
