Doozy the Dunce will only appear in the Guildhall if Oskar Fevras Oskar Fevras was not saved from Brem Brem in Act One. He can be found in the pit, looking for a lost ring.

If the party wishes to help, a Tarnished Ring can be found and returned to him by looking at the other side of the pit. There is no reward for returning the ring, however.
