(Added a Tips section for picking pockets and a section for items that give bonuses to the Sleight of Hand Skill. The bonuses section isn't thorough as its just what I've come across while playing the game so far.)

Sleight of Hand is a Dexterity Skill. It helps you pick locks, pick pockets, and disarm traps.

The higher your Dexterity Score, the more likely you are to succeed on Sleight of Hand Ability Checks.
