Cerys typically doesn't appear until Act Two. However she serves as a failsafe in Act One in the case both Zevlor and Asharak have died, but the game requires a Tiefling Leader to trigger certain events, like Raid the Grove or starting the party at Camp after Defeat the Goblins.
