When you fail your D20 roll for the DC to steal an item from a vendor's inventory, the game tells you that you failed the Slight of Hand Saving Throw, as opposed to a skill check. Also, it seems that you don't get all the skill proficiencies you should have for Slight of Hand, including casting a Guidance on the character doing the stealing. Guidance seems to have no effect whatsoever. So it seems that pickpocketing is actually some kind of Saving Throw instead of a skill check, making it that harder to succeed the rolls if you go into the endeavor believing you have boni through the roof that won't acutally apply.
