Misinterpretation of this item's tooltip

Hey, so I'm not an expert in this as I've never used this ring. The notes on the page say that it notably doesn't require the target to be illuminated, but the way I'm parsing the tooltip the wearer of the ring is the entity that must be illuminated for the ability to take effect.
