Vinshent Fenteman can be found at the Elfsong Tavern in the Lower City with Phoebelia. He claims that when he thinks of the starving refugees in Rivington, he drowns his tears in another brandy. Phoebelia describes Fenteman as a wastrel and a scapegrace.
