This spear is granted after completing Infiltrate Moonrise Towers, upon speaking to Dame Aylin in camp for the first time. WARNING: there is a bug that can prevent you from obtaining the weapon - use your main character to speak to Aylin in camp for the first time, speaking with Shadowheart seems to show the animation, but the item is not granted.
