In-game tooltip

Light is a weapon attribute that allow character to Dual-Wield (wield two weapons in Main Hand and Off-hand). When Dual-Wielding, you use your Action and Bonus Action to attack two times with a Main Hand Attack and Off-hand Attack.

You can not add your Ability Scores Modifiers to the damage of the Off-hand Attack.
