This is incorrect. In all of my playthroughts, I've never crossed the bridge before meeting Raphael, he's always shown up before it. In the basement of one of the homes is a book called "the hells unleased" in it it mentions the 9 hells and who rules each. Each of the hells has a different name with avernus being Zariel s domain.
