The in-game description of this condition is incorrect, and reads as follows:
Additional 1d4 to Saving Throws and weapon attack rolls, and an additional 2d4 to spell attack rolls.
In truth, the only effect is a 1d4 bonus to spell attack rolls. The full effects listed in the description correspond to the cumulative effects of the regular Bless condition coupled with this additional effect.
It's possible to lose the regular Bless condition (due to the caster losing concentration) while retaining Mystra's Blessing. In this case, the creature will be left with a 1d4 bonus to spell attack rolls and no other bonus.
