Mohan didn't appear in this location until after I defeated Gortash. I fast traveled directly to the Lower City Central Waypoint, among a few other things. Spotted him in my peripheral as I was about to enter Bonecloak. Obviously wasn't there before, at least that's what I want to believe given the amount of time I put into this game. He did appear for me after I did Stop the Presses, using the "Make Big Money by Trading with Adventurers" slate, so there might be different conditions under which he appears 45.129.35.145 11:34, 13 February 2024 (CET)
