Volgu Drak can be found on the third floor of Felogyr's Fireworks.

The third floor of Felogyr's Fireworks is considered a restricted area, so he and other laboratory workers and guards such as Hyrriet Fist of Bane Hyrriet and Limeburn Sphagwood Limeburn Sphagwood immediately become hostile upon seeing any party member there, or if he is spoken to. Also, he will join the fight as soon as he notices any commotion, siding with other followers of Bane Bane.
