Using CheatEngine, the UUID is marked as "Item: MAG_Thunder_InflictDazeOnThunderDamage_Ring_0915e107-318b-fb08-3017-31295aa56ac2
Template: MAG_Thunder_InflictDazeOnThunderDamage_Ring_5c05ff73-9d0d-4d58-b93a-e4b448a1e388 " which is the same as we have here - that is to say, for some reason the give item command for this UUID is bugged and gives a version without the enchantment. (Item number included just for posterity - the UUID number to spawn items is always the Template number).
So yes, it appears to technically be the correct UUID, but the ID itself is bugged. Very bizarre. I know the Eversight Ring has a similar issue.

:Reverberation does thunder damage if the target succeeds their saving throw at 5 stacks, also their reverberation stacks are only removed after rolling for the saving throw.
