Wrath of the Storm: Lightning is a Tempest Domain Cleric passive feature and reaction. It allows the Cleric to strike back at an attacking creature using a 
Reaction, doing

Description
If a nearby enemy attacks you, you can retaliate with a strike of lightning that deals 2d8Lightning damage.
On Save: Target still takes half damage.
