Mind Spike is a level 1 enchantment spell. It cannot be learned by players and is only used by NPCs.

Reach into an enemy's mind and impose 
Disadvantage on Wisdom 
Saving throws.
Properties
Range: 18 m / 60 ftAt higher levels
Casting this spell at a higher level grants no additional benefit.
Condition: Mindstruck
Duration: 3 turns How to learn
Used by creatures: Mind Master Fonmara, and Mind Master Dunnol
