Elias can be found next to his wife {{CharLink|Anita Fischer}}. The two are seeking a coffin for their deceased 7 year old daughter, but cannot receive one as there is a month long wait due to the recent serial killings in the city. If the party tells Anita a month seems excessive, she will mention there's a "priority" fee but the cost is far too high for the couple to afford. The party can then go to {{CharLink|Ulkov Sully}} and either pay him or convince him to make a coffin for the couple.
