To the Flaming Fist Duty Officer

I assumed that members of the Flaming Fist were assigned to Rivington to maintain law and order among the refugees, but what do I see? Ragged refugees, big as life and twice as odorous, walking Rivington's streets as if they owned the place instead of keeping decently out of sight in that refugee camp. I warn you, my great aunt knows Blaze Liara Portyr personally, and if those refugees aren't rounded up and kept where they belong, the Blaze will hear about it!
