I disagree. Tenacity is referred to as a Weapon Action, and also states that it requires proficiency in its respective weapon. Is the wiki wrong? Regardless, being a Weapon Action it should not be placed in the Special category which is usually for placement of spells/actions unique to the specific weapon (e.g. not found on all weapons of the same type).
